Lawyers from GATS-Member States
Citizens of GATS-member states having the professional training and qualifications equivalent to those of the German lawyer (Rechtsanwalt) can apply for registration at the local bar in Germany (§ 206 Abs. 1 BRAO/Federal Lawyers' Act). Periodically, the Federal Ministry of Justice (Bundesministerium der Justiz) enlists these equivalent professions in a federal regulation. The latest version of this regulation dates feb. 7, 2012 (BGBl. I S. 189).
After regsitration at the local bar, the foreign lawyer is authorized to practice the law of his state of origin and public international law.
In the federal regulation, the following professions are recognized as equivalent to the profession of the German Rechtsanwalt:

Lawyers from other states
§ 206 Abs. 2 BRAO (Federal Lawyers' Act) authorizes the Federal Ministry of Justice (Justizministerium) to determine in a federal regulation those legal qualifications issued by third countries, which entitle to the practice of the law of the state of origin in Germany.
The only profession concerned by the regulation in force is the Russian Advokat.
